As advances in the Internet technology development,more functions of GIS have applied Web technology,resulting in great prosperity of the application of WebGIS.Since the WebGIS is based on network platform,it has changed the traditional GIS running mode,WebGIS has many advantages over traditional GIS,and therefore it will become the developing direction and tendency for GIS.Applying GIS in the monitoring of grassland,combined with WebGIS technology,developing a digitalized management system of grassland and livestock is of great importance to the scientific management of grassland and livestock industry in pastoral area.On the support of the national "863" program of the digital agricultural thematic project of digitalized management decision support system of grassland and livestock in pastoral area (2007AA10Z232),based on the technology of ASP.net and ArcGIS Server,combined with the theories of pratacultural science and GIS,the system was designed and developed under Visual Studio 2008 developing environment.This paper focused on how to establish the digitalized management system of grassland and livestock,and mainly studied from the following five areas: 1) The purpose and main content of this study were proposed based on the reference review and analysis on recent development of WebGIS in China and abroad.2) The technical features and implementation method of WebGIS were summarized,and the main function and technology of the latest version WebGIS server software of ESRI ArcGIS Server 9.3 was introduced.3) Detailedly designed the system structure of the digitalized management system of grassland and livestock in Gannan pastoral area,and the function,implementation method,and their requirements of relational databases and spatial data of major modules of grassland monitoring, grassland evaluation,livestock dynamics,diagnosis of grass and livestock balance,decision of grass and livestock balance and data sharing.4) Systematically studied the core technology used in the development of the digitalized management system of grassland and livestock in Gannan pastoral area,such as C# code for the map application of ArcGIS Server,geoprocessing,and browse and identify of spatial data or relational database.And 5) Preliminarily completed the development of the digitalized management system of grassland and livestock in Gannan pastoral area.The major functional modules of the system were completed under B/S environment.This system is a grassland and livestock balance management system based on the 3S(RS, GPS & GIS)and internet technologies,which can provide users with detailed dynamic information about grass and livestock,perform a real-time distribution of the result of grass and livestock balance diagnosis and relevant management plan,provide related institutions and user working at the research and management of grassland and livestock with the basis of scientific decision-making and technical support.
