Ministry of Education began to popularize the education of information technology in primary and secondary schools since 2001, and hopes that information technology can stimu-late the modernization of education, and can make efforts to achieve foundation education's development by leaps and bounds in our country. As the main base of primary and secondary teachers'output training, Normal University undertakes an important role of training teachers. It is a key point of promoting information technology education and promoting quality educa-tion.We made a research on large number of documents and on various subjects in primary and secondary schools in Chang Chun City, and conducted a questionnaire survey on the in-formation capacity of teachers, the status of the application of information technology to find out that in primary and secondary schools teachers` currently teaching level of information (referring to the level of computer information technology) is less than prevalence. The main factors which affects the development of teachers` information capability and the processing of information technology in primary and secondary schools is that the courses settings of computer system for non-professional computer is not legitimate in Teachers College. There-fore, computer courses system of non-computer major in Teachers College is an urgent prob-lem, and need to be studied and solved.The normal education has its specificity, its computer courses system can not copy the computer program of professional courses and with a simple deletion. The instruction of "Chinese institutions of higher learning the computer system of the Basic Education Curricu-lum 2004" (CFC 2004) pointed out that "non-computer science students to computer educa-tion should be for all professional applications, rather than for computer science", we deeply investigate the needs of computer information for teachers in primary and secondary schools and try to understand the information needs of primary and secondary schools` teaching, and also consider to let the college students have a comprehensive computer knowledge, and strive to explore an establishment of teacher training colleges and computer courses system of non-computer major in Teachers College.The research has several steps like questionnaire design, questionnaire distribution, questionnaire recall, questionnaire data entry, SPSS data analysis, conclusion, course system design, etc.
