Scholarly publishing is soul of the publishing, is an important link of science ecosystem, is an advanced publishing, is the only way to exhibit Chinese culture and civilization to the world, is the powerful weapon to resist the hurt which the short-order reading fashion made, is the topmost requirement the times puts forward to the university press. The university press must take the responsibility to advocate the scholarly publishing, promote scholarly communications, construct scientific atmosphere.System reformation urges the presses care about market needs more and maintain existence and development. It wears down the purpose that the scholarly publishing pursues for. So, the research on how to persist in and be successful in the scholarly publishing is important to the university presses to take the mission of scholarly publishing, promote the prosperity of the scholarly publishing market, and achieve ultimate value.The paper is based on the related research results at home and abroad, and according to core competitive ability and cultural industry theories, firstly analyzes the actuality of scholarly publishing in China to know the achievement and problems, then analyzes macro-environment and micro-environment to make clear the conditions and the threats of scholarly publishing, in conclusion, to table a proposal of efforts in ten aspects, such as conception, strategy, mechanism and technology. All are in order to resolve the problems existed, make the university press dedicate to the scholarly publishing, at the same time, can establish itself character and brand, and safeguard the scholarly publishing with its origination, finally contribute to the scholarly development, the idealistic continuation, and Chinese prosperity.
