Internet,mobile media as a representative of new media in Liaoning Province,which the emerging rich media interactive platform,a large subscriber base in the formation of public opinion in order to influence the course of social life,control and management is faced with many problems.This article focuses on public opinion in the formation of laws,regulation and management through the analysis of the status quo,combined with emerging media,the characteristics of reasonable regulation and strategy for the management of public opinion.After the pre-carding,research,and case research,this article from the mandatory management,soft-control,as well as other complementary measures three aspects of the strategy to solve the problem:First of all,with a mandatory legal norms in the formulation and implementation is necessary,at the same time filtering technologies,management level also need to refine the rules of the specific public opinion as an important basis for the management,which is emerging to ensure that public opinion in the media a prerequisite for healthy and harmonious development;Secondly,the soft control means also important,the government needs to make an issue of affinity,the media awareness of the need to strengthen the quality,while traditional media and new media should be formed between the positive interaction,to jointly build a harmonious public opinion;Third,complementary measures, including the mainstream of the emerging media with support from the Government to increase its influence and promote a rational and self-discipline training of citizens,support the mainstream of the emerging needs of the media competition,and the training of citizens is even more reason to establish a harmonious,stable and healthy environment in long-term plan for public opinion.
