As the electronic form of the traditional voting, electronic voting not only can save manpower and material resources, but also can be more convenient, flexible and secure. It can guarantee the interest of the voters and the fairness of the voting results better. Therefore, it has been more and more popular and will be an inevitable trend. In order to run the electronic voting system securely and reliably, firstly a secure voting protocol must be designed. In the recent years, we have maken some progress both in theoretical research and practice application owing to the using of cryptology. However, these protocols more or less have some limitations. How to design a more secure and practical voting scheme is still a hot topic in the cryptology field. In this paper, we research into this issue and mainly work on the points as below:(1) Firstly the author introduces the basic cryptology which the electronic voting system involved. Then study the FOO protocol in detail, analyse the security, discuss the disadvantage of the protocol and finally sum up three main defects: vote collision, anonymity problem of the voters and the disclaiming problem. Finally, aiming at the three defects, using the merit of the traditional voting mode, three improving methods are put forward.(2) Accroding to the ideas above, the author designs a new electronic voting protocol. This new protocol will break the voting organization down into the trusty organization, the register organization, the signing organization and the counting organization. This is a more rational voting mechanism, aimed at making the voting mechanism closer to the traditional voting in real life, making the voting behavior of voters more flexible and facile, improving the efficiency of the entire voting process, and restricting the voting fraud of the voting organization. It has done some effective research on the vote collision, anonymity problem of the voters and the disclaiming problem. In addition, we also carry out a systematic analysis about the safety of the new protocol to prove that it can resolve the problems which exist in the FOO protocol.(3) Design a secure electronic voting system based on the new protocol. Introduce the framework and the module function in detail and finally carry out the key point by using the Eclipse.
