New China's University Library Culture Development And Its Role In The Talents Cultivation

Culture and education are so closely associated that they are regarded two sides of a coin to some extent. On one hand ,culture formulates the fundamental tendency of education and education develops following the tendency. On the other hand ,education carve out way for the development of education,making it possible for the culture to pass on to one generation to another. Culture determines education that reflects culture. As a reflection of culture, education reacts on culture as a whole and reflects its own profound cultural significance. Higher institute library culture is total sum of ideology and physical form such as particular ideas, way of act ,moral rule, mental state, knowledge system and body image ,which are developed based on the libray culture in the course of management and supply and utilization of library resources conducted by higher learning institution library and staff with a background of receiving higher education. The development track of higher learning institution library is that of higher learning institution library and reflection and lineage of higher education concept. The higher learning library culture is characterized as university culture and is functional in the form of leading, education ,service and creation as well. The development stages of higher learning institution library before the reform and opening- up can be described as such periods as adjustment, restoration, steadiness and lag and destruction in the form of system culture, bibliotheca and service. The role it plays in the higher learning institutions talents development is characterized as in the form of fully fulfilling educational function and securing the supply of document resources and serving the readers. Since the reform and opening up ,the changes of higher education concept ,the introduction of quality -oriented education, the launch of "211 project' ,the calls for quality project , have boosted the development of higher learning institution library and have brought incredible changes in higher learning institution library culture in terms of spiritual culture and materialized culture compared to pre reform and opening -up. Meanwhile, its role in the talents development has transformed from the test -oriented education into quality -oriented and innovative education resulting in the higher institute library culture regaining the dominant position in the college campus culture and library becoming the students' first option and college students providing all -around development. The development direction of modernized university library culture involves establishing reader-oriented service culture, scientific development and resource sharing book collection culture, comfortable and graceful environment culture, scientific, innovation, democratic and harmonious system culture.
