With the development of information technology,digital technology,network technology,operations,basic functions,service projects of public library have changed dramatically.Emphasis on the development of public libraries also have changed by the "book-oriented" to the "people-oriented".However,in our country,public library's occupational prestige is low currently;the overall quality of staff is not high;the salary level particularly is low;the employee is widespread to lack the professional sense of belonging and sense of honor;their work enthusiasm are not high,the loss of talented people phenomenon have occurred.All these have a direct impact on the stability of public Library staff,staff motivation and their work efficiency.How to solve these problems is difficult to managers in the library.Although libraries and scholars are always pay attention to the library incentive and research it,however,these questions have not been effectively resolved.The key is public Libraries did not stimulate the demands of their staff,did not achieve the desired effect of the incentive.Therefore, practices to encourage for staff demands becoming the urgent request of human resources management.In this paper,through in-depth study of the public libraries incentive mechanism at this stage,analysis the problem of human resources of public libraries with method of interpretation and application of empirical research and noted that the impact factors of public libraries incentive.Through empirical investigation and analysis on public library staff,make effective countermeasures and recommendations for the improvement of human resources of public libraries.
