Public library is an important part of public culture service system, and plays an important role in perfecting public culture service system. With the wide application of information technology in the public library, resource construction and service mode of public library has been changed, and the development of human resources in public library have been required. In the case of Xingtai City Library, this paper defined the concept, function and reform objective of human resource management in public library. Then, it analyzed some problems about the number of personnel, percentages of men and women, educational level, professional quality and academic background, and some problems of human resource management existing in management philosophy, recruitment, performance appraisal, motivation, training and career development by some surveys. Finally, this paper put forward some recommended measures of increasing resources, enhancing human resource management concept, and establishing the professional qualification certification system to improve the external environment of Xingtai City Library, and some other recommended measures of establishing and perfecting the management system of recruitment, training, performance evaluation and motivation, career planning and management to improve human resource management of Xingtai City Library.
