Abstract/Summary:
As a result of the rapid development of the world economy, libraries are transforming from traditional libraries to digital libraries. To adapt to the development of times, most of the libraries in domestic high school are trying to adjust their resource structure, especially their human resource structure. However, the inadequate study on the concept of human resource management leads to problems as below:introducing talents blindly and focusing on the school background rather than knowledge background; losing talents due to paying little attention on the internal human resource development; attaching more importance to the use of talents than the motivation and development, which results in brain drain. Basing on the analysis of human resource allocation, training and motivation of the Marine Characteristic Database of our library, the thesis probes into the orientation of human resource and the way to establishing the new relationship for human resource. The study on above questions will take effect on both the quality of the new generation of human resource and the improvement of our overall competitiveness.It is indisputable that human are the first productivity. In all of the productivities, including laborer, means of labor and objects of labor, human are playing the most basic and critical role. He is the only one who has initiative and potential of self-appreciation. However, the use of human resource is never arbitrary or unilateral, but needs to combine and develop in a scientific approach, which makes sure it will play its due effect.The thesis studies systematically on the allocation, training and motivation of human resource, and expounds their concepts, meaning and basic principles. On the strength of the above studies and the Marine Characteristic Database project that is applied by library of Ocean University of China, the thesis mainly elucidates the following two questions:First, the importance of the management of human resource, which determines whether we can achieve its stated objectives favoringly; Second, the importance of human resource, which is the most basic and most creative resource that will determine the success of the project.There are several problems existing in current library industry, such as the low quality and quantity of human resource, the shortage of talents and the irrational allocation of human resource. In this case, the thesis wants to give some solutions for the following issues:how to establish a scientific, standardized and efficient human resource allocation mechanism to allocate the library human resource, especially the human resource for Marine Characteristic Database; how to establish relevant training system and motivation system to improve the structure, the development and reservation for talents; how to give full play to the initiative and creativity of human resource to achieve the win-win for both project and human.Since Marine Characteristic Database is the project being applied by the library, its structure of human resource is develop in a complementary way with that of library. Because of this, these two maybe intersect in the thesis from time to time. Overall, the thesis provides an empirical analysis in the aspect of human resource and proposes solutions for the corresponding questions. It also makes sense on the problems that caused by the transaction between the traditional library and digital library.
