In the21stcentury, the information industry booms along with the comprehensiveapplication of high and new technologies. The competition among libraries hastransferred from book collection and architecture to management and service. Whilehuman resource has become the key factor for survival and development of thelibraries, higher requirements are expected on the management and operation in parkpublic libraries in Binhai new area.In this paper, document research, field interview, combination of theory andpractice are adopted as the methods to solve the practical problems existing in HRmanagement in park public libraries. First, the concept of park public library isdefined. Probe and research are conducted into the incentive mechanism in the parkpublic library in Binhai new area. The analysis of status quo of management featuresand HR management unveils that significant drawbacks exist in the current HRincentive mechanism in park public libraries, which rooted in the unified HRadministration policy executed by all the park management committees. Theappropriate HR incentive mechanism is missing and the mixture of formal anddispatched personnel hinders the establishment of the proper HR mechanism. Further,the inner reason for lack of HR incentive is expounded through in-depth analysis ofvarious incentive-free performances. In order to solve the current problems in parkpublic libraries such as senselessness of incentive and lack of effective incentivemeasure, to further improve the management and service in park public library, and tostimulate the reasonable and active application of modern incentive mechanism in HRmanagement in park public libraries, HR management theory, incentive theory areapplied in the establishment of HR incentive mechanism in park public library, andthe value of effective incentive mechanism is pointed out. Seven proposals are setforth to establish the effective incentive mechanism, including that both formal anddispatched personnel are integrally managed as the main body.
