With the development of knowledge economy,knowledge will substitute capital in industry economy step by step,and rises becoming new core essential productive factors,become the most important resources and endogenous variable in the society economic growth.Knowledge decides a country or an enterprise core competition.As a hub of the society knowledge innovation and knowledge broadcasting,the function of the library has changed thoroughly.As the main object of the traditional library management is document,all work can only be arranged around the collecting, collating,investigating and circulation.In knowledge economy era,the collecting object of library is digitization information,not only provide document information to readers, but also taking internet as platform meet the users' needs of highly special personality knowledge information unit.Accompany to the new theory that "library is a management organization not only books but also librarians and readers",traditional modes of service has been far from meeting the needs of modern users,which have birth to the initiative of this information services and the development of the modern library line service model,which is subject librarian born.The subject librarian is an inevitable product which university library work promoted from information resources building and reader services to subject development,an inevitable outcome of library service innovation,a predicated element which library service from passive to active, and also embody the personality service theory of people oriented.Librarian is become the builders of personalized service from a purely academic knowledge into information resources,as well as the characteristics knowledgebase builders and promoters.Constructing the system of subject librarian is a new act of university library services innovation,has brought about fine development opportunity,and the first driving force for university library constructing and development.Some domestic university library has realized that they have the potential of carrying out subject services,and tried to carry out a new mode of subject librarian service.Because of the lower level of the subject librarian service,has not meet the satisfied of some users' knowledge needs.The subject librarian is an inevitable trend that university library develops under knowledge economy,university library should adopt the effective countermeasure,realize idea renewal,management mechanism innovation,ability accomplishment,and to adapt to the need of knowledge economy development.By reading the literature that the present subject librarian system in a very short history,every aspect of system and management have not been perfect.The first person who introduced "the subject librarian" in China is Wu Yiren(1989),but the theory study has stagnated henceforth.The domestic theory studies of the subject librarian system have been active again until 1999.But the studies of the subject librarian service assessment in university library are still few neither theory nor practice,can not take arouse the serious around the libraries.This paper first through literature research methods at the university library subject librarian relevant theory and practice research,on the basis of the university library subject librarian service, proposed the aims and disciplines of constructing the service performance assessment system of subject librarian in university library.According to the aims and disciplines, using the theory and method of performance management in modern enterprises,this paper construct the service performance assessment system of subject librarian in university library,in order to evaluate the subject librarian service fairly and scientific. By the evaluation,raise the working efficiency,improve the service quality,and promote the service raised and improvement of subject librarian in university library.Modern library management needs advanced management mode and methods. Though the balanced scorecard has been generally used in enterprises,the thought of the balanced scorecard has been used in some non-profit organization,government and university.The balanced scorecard resolves the enterprise strategic aim into a concrete and balanced performance assessment index system,assesses the implementation at every period,and builds up a performance management system for completing the strategic aim.By the analysis and improvement of the balanced scorecard of enterprise performance management,according to the aims and disciplines of the service performance assessment system of subject librarian in university library,this paper will resolve the assessment system into four aspects,they are Learning,Internal process, The satisfied degree of users,The needs and uses of information.After constructing the system,according to AHP's ideology,this paper resolves the four aspects of the evaluation,constructs a two-tier evaluation index system.The first-class divides the goal into five aspects,the second-class explains the five aspects with 22 rules which are observed,tested and operated.The concrete indexes are as follow:1.Comprehensive quality:basic ability,information accomplishment,service ability;2.Service content:personality service,building the "subject resources internet guidance-base",presenting new resources of the relative subject,the service of following the key project,training the information accomplishment of the users;3.Ranks evaluation:academic credentials and major background,academic and technical title,knowledge replacing,team work,innovation ability;4.The satisfied degree of users:the number of users and frequency,the discipline degree to subject librarian,the satisfied degree of personality service,timely and validity of the information providing,the satisfied degree of information integrating and developing;5.The needs and uses of information:the deep,extent and forward position of the collected information,the ratio of the information polishing and using,investigating of the users information needs,the development of the potential users.Using the Analytic Hierarchy Process,calculated each index weight in the service performance assessment system of subject librarian in university library.In order to give an objective and scientific mark,this paper uses the five-grade marking system method to take the grading scale,and makes every detail grading standard in each sub-criterion.According to the index system that has established,this paper chooses a university library as an example,assesses the service performance of the subject librarian,evaluates and analysis the result,proposes the proposals that how promote the service quality of subject librarian in university library finally.Library is a product of the development of information technology.Library and information technology have the natural and inherent nature of the contact.Because of this,the history of human civilization,human information technology change and leap every time,the cause of the entire historic library triggered dramatic changes and progress.In knowledge economy era,popularized with computer network technology broad,the library should change the service model,to serve the users much better. Therefore the subject librarian in university library should be actively carried out,their services from passive to active.Carrying out the subject librarian service is a new service model,and a new innovation act in management.As a core of university library service,the service quality of the subject librarian will become an important symbol that judges the level of modern university library work.Building up a scientific and promoted service performance assessment system of subject librarian in university library,is an important part in the management of subject librarian service,and also an effect protect of the subject librarian system.There are two sides in the performance assessment of the subject librarian,which are accepting the test from the library leaders,and the users,and the users test is the most important.By the qualitative standard and the quantitative index,assesses the service quality of the subject librarian. Promoted subject librarian system needs the effective performance assessment system to protect,by it to standard the evaluation system of the subject librarian.The effective performance assessment system can promote not only the service level and quality but also the activity and innovation of the subject librarian,push forward the subject knowledge service in university library to a new level.Building up a scientific and effective service performance assessment system of the subject librarian will take an good effect on the theory and practice development of the subject knowledge service in university library.High effective subject librarian service will promote the university science study to a new level.
