Performance assessment deals with achievement,amount and quality of job,society effect, ability and attitude showed in the job by staff.The assessment result will be used to judge whether staff are competent for the request of post,affirm the achievement of employee, improve the working,enhance work efficiency and benefit,activate every functions of human resource management,form strong inner power and drive to improve the whole performance of corporation by dint of improving the performance of staff continually.By the research for the staff performance assessment,the Balanced Scorecard and the Analytic Hierarchy Process,enterprise A as the background,this paper designed and implemented the staff performance assessment decision-making model and staff performance management prototype system.Based on the principle of the Balanced Scorecard and the actual situation of enterprises A,the system constructed the staff performance evaluation system,and made use of the subjective experience method and the Analytic Hierarchy Process to confirm the weight of evaluation factors.And then making use of dynamic Bayesian verification model system verified and adjusted our staff performance assessment model,so that our model is more accurate and reasonable.For the different appraisers,the system confirmed the different weights by the means of the research and normalized data processing.For the different types of the factors' value,the system used the subject evaluation method to deal with qualitative data and the dimensionless and normalized method to deal with quantitative data,so that qualitative and quantitative data could be treated synthetically.Finally,the system analyzed staff performance data by the means of horizontal and vertical analysis.In this study,according to the result of dynamic Bayesian net model,we researched and designed a feedback method to accomplish the intelligent adjustment of weights for BSC-AHP model,and make use of simulation test to verify the reliability of this method.As a result,the result of BSC-AHP model closed to the result of DBN model,so that the result of the BSC-AHP model is more reasonable.Based on those theories,this paper accomplished the staff performance management prototype system in the.net2005 environment.And the database Storage Structure of BSC is explained in detail.At last,based on the prototype system,we conducted a Simulation experiment by the example of the R & D staff in order to illustrate the principles of system operation.
