| Performance appraisal is an important work both in enterprises and public institutions. The establishment and implementation of performance appraisal system is a complicated system engineering, in which there are strong flow, many quantitative and qualitative indicators and complicated appraisal process. The premise of effective performance appraisal implementation is whether the system design is scientific, reasonable, accord with the fact in organization, strong operability. The key of whether performance appraisal is accord with requirement, that is also the core content of building performance appraisal, is the setting of performance appraisal indicators and how to determine the weight of every indicator.In the late 1970s, an American scholar, A.L.Satty, presents an analytic method– Analytic Hierarchy Process (AHP), which is the combination of quality and quantity, systemic and hierarchical. AHP is a decision process flow theory and method of multi-rules and multi-targets. It can help decision makers to decompose the issues waiting to be solved into several related factors and to establish one or more hierarchical structures like trees, so that complicated decision appraisal will be simplified into a series of simple comparison and sort, then the best answer will be gained through integrating all analytic results. Because the method has several advantages, such as the comprehensiveness of considering effect factors and convenience of operability, there are a lot of applications in the area of performance appraisal system selective preference. In this paper, it emphasizes about how to determine the weights of every indicator in balanced scorecard through AHP.The paper takes Changzhou television station performance appraisal for an example. By means of AHP, it determines the weights of every indicator. Compute the value in every level, import the appraisal model and then use the weights of all indicators and data related with these indicators in a period of time, so that performance appraisal of television station is done. There is a vertical and horizontal comparison analysis for the overall performance appraisal results, from which the shortage in strategy implementation process and the main control points will be discovered, so that it resolves the decision issues previously existed in television station, such as complicated structure, too much decision rules and difficult to quantify. At the same time, it avoids decision makers making mistakes in logical reasoning for having too much plans and complicated structures. |
