Further developing Long-Distance Education needs to be running on the base and premised of the educational resource, so build a strong educational resources network is their main job. The traditional network teaching nowadays is very inefficient not only because of the quite disorderly, but also the lack of united principle. As the full play of Educational Resources of SCORM standard is aimed to achieve Educational Resources communion and co-operation, so the urgent matter of current network education is, to scientifically organize various Educational Resources, even make different network teaching software can be communion and work with different environment or platform under shared and current convention which is compatible with educational resources network standard.On the basis of the comprehension in depth of the SCORM standards and the UML modeling language, this article analyzes the problems which exit in the educational construction of the pool of resource at present, designs the feasible scenarios and implementary approaches; on the basis of the User Requirement Analysis and the Operation Flow Analysis, it designs the educational resource management system functional module and architecture, realizes the use case analysis and the functional module of the educational resource management system by applying the UML language. On the ground of the construction of the educational resource with the SCORM standards, the dynamic sharing between the educational pool of resource became true, and on the basis of the functional module analysis of the UML language, it is benefits to the extendibility and the transportability of the system.
