Foreign troops have set up psychological warfare as the important means of modern warfare, psychological warfare has become the fourth form of war after maritime warfare, warfare on land and aerial warfare, which has been recognized by the international military experts. The world's military powers are not only ready to prepare for the land, sea and air combat, but also well prepared to attack in the psychological warfare. Our military is facing foreign armies'attack of the psychological warfare at any time, and accordingly our soldiers are on the risk of psychological warfare in a gradual increase.Modern soldiery has to bear more and more psychological pressure from the external environment. On the one hand, the power of high-tech modern warfare weapons of mass destruction are unprecedented strong, it gives our soldiery huge psychological impact. On the other hand, with the improvement of material and cultural living standards, our life and values have been significantly impacted, a gap between the great expectations of the pursuit of survival, quality of life and the real-life environment is so tremendous, that the psychological ability to endure pressure becomes more and more weak.In order to adapt to the needs in the new period of international military struggle, our army has ranked the construction of mental health into the construction work in the new period of political works as an important task, the exploration, research and practice is stepping up. In response to the great call"make the army stronger through science and technology"of the Central Military Commission, based on the factor that digital information infrastructure has been already configured to the actual grass-roots units, the author studied mental health of the grass-roots stuff, and worked out this psychological counseling system, as a auxiliary method to the political education of our army. The psychological counseling system for the grass-roots forces is mainly used to test the psychological status of the grass-roots members, help them to test the role of self-mediation and take preventive measures. It can also force the establishment of grass-roots mental files, to afford psychological information for our army, and provide a basis for scientific decision-making. At the same time, duly and accurately discover the "important person", focusing on one-to-one counseling.The psychological counseling system for the members of grass-roots forces is a good solution to the work of political education in our army, it figures out the problems in old single education and information management. It combines the characteristics of the grass-roots members, computer technology, network technology, database technology, management science, military personnel psychology, and the study of military political work, and it will play an active role in the construction of grass-roots forces.In the structure of the system, the system design adopted C/S model, the development of the system is running in the windows environment, using Visual Basic 6.0 as the development tools, and SQL Server as the database support for the background, using Windows Server 2000 operating system as the data server. In this way, this system requires lower environment for better applicability, and also has advanced technology to simple development, convenient, user-friendly, interactive capability, simple operation, easy to learn and use, interface flexibility, practicality and it is suitable for the grass-roots units and the promotion of large-scale application. Against the backdrop of"make the army stronger through science and technology", and to adapt to the preparation for military struggle in new period, the project "The research and application of the psychological counseling system for the members of grass-roots forces" has carried out an in-depth study of psychological counseling, after the research and practice for more than one year, basically completed the task of the project. This paper contains two levels: first, the thinking of the software application; Second, the manner of the software application. The paper focuses on "The research and application of the psychological counseling system for the members of grass-roots forces", studies its characteristics, functions, modules and the division of key technologies. The system is opened up in strict accordance with the basic theory of Software Engineering, developed a more detailed feasibility analysis, needs analysis, design and debug, a clear structure and an easy operation, consummate function, provide a good environment for the grass-roots political-teaching cadres to deal with the psychological and political education in the new period, it is an effective way to improve the efficiency and quality of political education, helps the department and instructor solve military psychological problems in the new period.
