The army grass-roots units is usually refers to the group and the subordinate unit. Although the relatively less involved in the subject for the army basic unit in the weaponry management, but requirements of the work in the timeliness, accuracy and statistical data on the level of detail is very high. Moreover, the same need for a scientific and effective automated management system to the realization of the information construction and increase the troops management efficiency.At present, the related technique in the realization of B/S structure of management information system can be divided into two aspects: the server technique and the client technique. The client technique mainly involves HTML, DHTML, JavaScript etc which deal with the contents manifestation of the web page. The server technique mainly involves the Web server technique, the database accessing technique etc which deal with the content production related technology. At present, the server technique may divide the ASP technique which is based on the windows platform and the JSP technique which is based on of the JAVA platform. This thesis has carried on the discussion and the utilization in view of the latter.The development of system is based on the grass-roots forces level units and The third phase construction of information network. This paper gave a briefing on the development of systems theory from the start with the weaponry management demand, gave a comparative analysis of the construction site of several dynamic web technology,design the various work processes for the system to achieve. This paper focused on the development of the system in the process of modular design, B/S structure of the Web development, database design and security of the system.On the basis of the analysis, the system is divided into weapons and equipment information management, technical support, equipment support, information management, and several other notice function modules, and design a database useing SQL Sever 2000 database system. The paper proposed J2EE technology for distributed applications and information delivery, using B/S structure, based on the MVC model in the server-side for the realization of the system.
