Design And Implementation Of Tracking And Emergency System For Forth-Party Logistics Based On WebGIS

With the rapid development of modern logistics, logistics model transformate from third-party logistics (3PL)to fourth-party logistics(4PL). As an intermediary for the process of logistics,4PL need to track the whole process of logistics and make the appropriate decision-making. Whatever on its operational, tactical or strategic level, the usage of WebGIS in 4PL could play a very good supporting role for logistics tracking and emergency treatment.In this paper, according to the 4PL business needs, the establishment of tracking and emergency decision-making system conducts effective simulation and realization for the issues involved in logistics such as real-time tracking of orders and vehicle dynamic monitor, the choice of 3PL companies, the generation of emergency decision-making. The system will build proprietary electronic maps basing on information of all kinds of users and 3PL companies, which provides a visual carrier that users could easily get relevant information .Also Ajax technology is involved in the process of map request, which will improve users'experience. The system could monitor the transport vehicles by using the integrated technology of GPS, GPRS and WebGIS, which would achieve the dynamic visual effects of logistics delivery process. Ontology and knowledge reasoning are used in emergency decision-making, so that the process has the ability of self-decision-making. Using of ontology reasoning, establishing rules to realize the automatically link could increase the speed and efficiency of the process to a large extent.In sum, the research results and related software realization provide a platform of 4PL tracking and emergency decision-making system, which could help to guide the current logistics tracking and visual effects in practice.
