China has entered the period of "Risk Society",the face of frequent public emergency situation, emergency decision-making research is increasingly valued by policy makers and researchers.Internet has brought unprecedented social change,Web space is full of emergency response information resources.However,due to a huge number of Internet information,with the rise of Web2.0,the network is full of useless information for emergency management.Web emergency information resources can not fully play its due role,so lack of emergency decision-making supports.This paper research the theory and method of Web data mining technology from the Web content mining, Web structure mining and Web usage mining, investigate deeply to explore the dialectical relationship between the Internet and emergency decision-making,confirm the actively meaning of Web information for emergency response decision-making and the possibility of Web mining from the theoretical level.Then,build the analytical framework for Web mining supporting critical decision-making,made the emergency-oriented demand-driven decision-making process of Web mining in general, and study of the basic Web mining based on the "Zhouqu debris flow" incidents.Web information resources for emergency response decision-making excavation is an urgent need for disaster preparedness and information necessary requirement for the passage of this research can to some extent, improve network resource utilization efficiency of emergency information, crisis management to optimize the Web site for reference.
