With the rapid development of logistics industry, the logistics emergency issues come. The question of how to develop effective rescue measures to handle emergency timely, in order to make the impact of the emergency to a minimum, has become the problem in logistics emergency field.According to the emergency system needs, this paper builds a fourth-party logistics emergency processing system based on CBR and RBR, conducts effective simulation and realization for the issues involved during logistics processing such as emergency reporting and analysis, emergency case retrieval and adaptation, the implementation of emergency programs. The emergency processing system is based on the emergency case. Through the research on the structure of emergency case, the system gives ontology hierarchical structure including basic information, using background, emergency solving measures and evaluation, then, describes the traditional emergency case formally using semantic annotation, takes the emergency cases as an instance of the emergency case ontology and stores them into emergency case database. Meanwhile, the system makes use of the integrated of case-based reasoning and rule-based reasoning method in logistics emergency system, which is used as the primary method in choosing the emergency solving measure. The first step is to find the most similar case based on the problem with CBR, then revises the solution of the case with RBR.After the two steps, we may get a satisfied solution of the problem.In sum, the research on logistics emergency case and designation of emergency processing core functions solve the problems such as knowledge sharing and semantic expression, makes processing automatic and intelligent, and makes sense to research on the logistics emergency.
