The Study Of Ontology For Knowledge Model Based On Emergency Decision-making

It is known that emergency decision-making system is a complex system that requires a strong model to describe the multi-level knowledge to make correct and timely decision-making. Knowledge model is aimed to organize and express the decision-making knowledge comprehensively and accurately. Presented knowledge model in the field of emergency can be divided into two categories. One is based on the ideology of knowledge re-integration of system engineering which focuses on the process of knowledge application and emergency management especially the style of emergency decision-making in general. The other is called emergency ontology model that supports knowledge sharing and enhances the accuracy of inquired knowledge based on intelligence reasoning.This paper combines the ideology of knowledge re-integration of system engineering and ontology of intelligence reasoning to make up for the shortcomings of the above types of model, constructs and integrates knowledge on the main line of emergencies, presents the semantic knowledge model of emergency decision-making pattern based on improved planning, which is described by Ontology and organized by the chain of emergency decision-making based on improved planning. The decision-making knowledge can be gained comprehensively and accurately by the model, which also supports knowledge sharing and reuse to give an effective response to emergency.The characteristic contents of the paper are presented as follows: Firstly, the solutions of Ontology for Knowledge Model based on Emergency Decision-makingThe model is built on the base of the mechanism of emergencies and decision-making patterns with introduction of control theory, input-output theory, and information theory. The model is stratified into five levels: Event Layer, Phases Layer, Representation Layer, Decision-making Layer and Action Layer. Event Layer identifies emergencies and reveals the relationship among them; Phases Layer and Representation Layer generally describe basic characteristics of each phase in an emergency; Decision-making Layer obtains satisfactory solutions by matching cases and planning according to the results from the former three layers; Action Layer introduces role allocation to put solutions into detailed actions.Secondly, take Typhoon as an example to authenticate the availability of Ontology for Knowledge Model based on Emergency Decision-making To build Typhoon example in the expansion of relevant concepts of the model at all levels, especially refine and improve the planning of Decision-making Layer and connect protégé3.1 and Racer engine, realize the searching of related knowledge, and simple reasoning functions.
