This thesis describes a new design thinking of monitored and control system based on video according to the defects of the old system. The new system is based on video and digital image technology, GPRS technology, ultralow-power consumption fixed-point digital signal processor (DSP) and ultralow-power consumption mixed signal microcontroller (MCU). The system has many advantages, such as more efficient, lower cost, the mode of management is intelligent, easier to operate and maintain, and it could adapt to various circumstances, especially the underwater circumstances where power is supplied by batteries . It is reasonable to predict that this system has a bright future.This thesis mainly describes the hardware design and implement of the monitored control subsystem of this system, including the following three important parts.In the first part, the problem of the nowadays monitored and control system is analyzed, then the whole design thinking of the monitored and control system is proposed. On the basis of this, the thinking is used to design a new monitored and control system for road-side parking.In the second part, the hardware requirement of the system is analyzed, and the specification of the hardware system is determined. Then the whole scheme of the hardware is designed. While the specific implementation scheme of the hardware circuit is confirm. The scheme is composed of three major modules, including video signal acquisition module, signal saving and processing module, and monitor, communication and control module. The thesis specifically analyzes the key technology of each module and gives the way to fulfill the requirement, these key technologies are: the specific of special video signal sample ADC, VHDL logic program design, CPLD low-power design, large memory space extending technology of DSP, the interface technology with DSP as the slave of the SPI protocol, ultralow-power consumption design technology of the MCU, the real-time power monitor and keeping work of the MCU, and the real-time communication technology of the MCU. These technologies make sure the hardware design satisfies the specification of the project. Based on these, the printed circuit board is finished, and the debugging of all the hardware modules is completed. Running the test program on the board for a long time has verified that the hardware system is correct and stable, and meets the hardware system's requirement.And in the last part, the software design of each module is accomplished, those should be coordinate with the hardware system. The thesis analyzes the key specification of the software and debugging problems in detail, and provides the method to solve the problems. These include the problem of DSP addressing large memory using C language, the problem of DSP connecting with external I2C device, the problem of communication program using SPI protocol with DSP as slave, the ultra-low power consumption software design technology and the architecture of DSP-MCU-GPRS real-time communication program. Finally, the results of the program are showed, which suggest that the system satisfies the design requirement.
