Management information system plays essential roles that provide routine services to managers and deciders in planning, management, decision, cooperation, control and so on. However, a huge consumption of manpower and material resources is always involved in developing a management information system, and it is very difficult to achieve the goal of meeting the demand, stability and facility to updating. In fact, the point is that there are no successful modeling methods based on the individual characteristics of the complex systems. UML has been widely used in system analysis and modeling process as a modeling language. When considering complexity of a certain system, the general flow can hardly be manipulated by using traditional modeling methods. Furthermore, it could lead to design deficiency and model bias, which affect the actual construction seriously.In this paper, in order to develop the complicated business objects of management information systems, a Model-driven development approach based on UML under .NET Framework is proposed with the use of object-oriented programming ideas. A number of steps are followed to develop management information systems. Process analysis is used during the modeling process. This process is divided into several parts for Use-Case analysis, and the mode of the development is selected. In this way, the business objects of the system could be controlled. After modeling each part of the system, the models are analyzed through design repair which could eliminate design deficiency. Unreasonable designs can be reduced refactoring. According to this method, "Information Management over Flood & Drought Prevention" is developed. Flow design, model selection, module design and function analysis are discussed and analyzed. The construction of this system proves that the method proposed in this paper can be effectively used in each part of the development of management information system.
