The Construction And OA System Implementation Of Weifang Agricultural Bank

OAS is one of important part of governmental informationization project of ARIGUCT istrict of WEIFANG, which plays vital role in realizing the aim of the automation, electronization, specialization, standardization of government administration and management. Moreover, it can achieve the purpose of resource sharing, work efficiency improving, as well as government functions conversion.In developing OA system in our country, although so many successful OA systems had been built, still there is many unsolved problems, such as great investment, ineffective, low level, repeated builds, much cost on hardware while little investment of software, enhancement of manage burden due to just simulating manual work. The mostly direct reasons that bring on these problems are following three items. One is that the essential effect of OA has not been roundly understood. Commonly OA has been understood as making use of advanced technique and equipment in handling official business, aim to improve efficiency. But actually, it is much more important to improve the efficiency of decision-making of management institution via the rich information provided by OA system. The second reason is that developmental base of OA has been ignored. Usually it has been understood as that OA can be realized successfully as long as we have advanced techniques and equipments. However, in my opinion, the development of OA has to depend heavily on two bases: one is basis of management, the other is basis of information accumulation. Without the two bases OA will become into an 'air castle'. The third is restrictions of technical conditions, such as early network bandwidth, which make the OA system hardly reach its anticipative aim. It thus has obvious shortage on supporting information sharing and communication.This thesis detailedly introduces the exploitation of state of OAS, which is based on the fact of government needs. It fully incarnates the OO componential design idea via the general exercise of much information technic such as DDB, The software puts in an important position, data encrypt, computer network etc. The main contributions of the thesis are followings:1) It brings forward OAS design method based on the investigation of government daily work.2) It implements the design of system function, which uses Lotus Domino as flat roof of exploitation and execution.In addition, aimed to the data exchange problems between heterogeneity data source during the development of OAS, it brings forward data object models which sustain relation data-base and document data-base and will be realized in future.
