The platform of electronic official document has been gradually improved, which makes the user can be more convenient access to the system, more flexible operate the system.Based on this background, standing in the developer’s point of view, this paper designs and implements a official document circulation system, which is based on Beijing municipal highway and bridge Limited company’ requirement of Document receiving and dispatching service. It improves the traditional document management mode with long approval cycle, poor timeliness and low sharing efficiency. According to the demand analysis, we know that the company received a document process is relatively fixed, so the system will use a fixed process node design. This system has dispatch document function, receiving function and business process tracking function. The specific function is described as follows:Dispatch function include a series of draft issued, approval, issuance, repair and proofreading printing, distribution and archiving. Received document function including a series of register document, read over and give remarks, distribution and archiving. Business process tracking function refers to dynamic display the process of read over and give remarks, the user can always view the relevant documents and their own batch process.The main work of this paper include four aspects: firstly, introduces the research background, research purpose and research contents of the document flow system; and the relevant knowledge of the system used in science and engineering, including key technology, document flow system J2 EE concept,framework, and other advantages of technology and so on. Secondly, according the principle of software engineering. It analyzes the requirements of Beijing municipal highway and bridge Limited company, and gives the use case diagram of each module and the detailed use case description. Thirdly, according to the result of requirement analysis, complete the detailed design of the system; The system includes three modules: right management module, workflow management module and document management module; the rights management module includes department management, personnel management, role management module; workflow management module includes the model management, task configuration management, form management module; document management,including document management, receiving file management, attachment management module, at the same time, we designed the database of the system..Finally, on the basis of system analysis and system design, complete the system development and test work. The results show that the system can be applied to practical work.
