Since 21 th century,information science and technology has developed rapidly.Meanwhile,the environmental problem has become more and more serious,and the “paperless office” based on information science and technology is going to be popular and be valued by many people.As a matter of fact,whether it is from the economic point of view or the angle of environment,the “paperless office” should be used in time,and it should be popularized gradually.Now the DCS is being valued by increasingly by many departments of the government and large scale enterprises.Using the DSC to deal with affairs,people could enjoy the convenience brought by modern information and science technology,like the high speed of the Internet and the great performance of the computer to process multi transactions.And such an efficient method cut off hours a lot.At the same time,with the increasing application of the DCS by government and enterprise,people's requirements to the DCS also raise,which drives developers to improve the technology.And the improvements of the platform for the DCS provide a convenient access and flexible operation.This thesis is basing on such a background and begins from the point of a developer.On the basements of requirements and characters of business in the document circulation of Qiqihar Education Bureau.The thesis' main work contains following: firstly,it introduces the relevant theoretical knowledge about the DCS,including the development and developing direction and method;secondly,it does the detailed analysis of system requirements,including the feasibility of system,use case module,functional and non-functional requirements;then,it accomplishes the design of system,including the design of architecture,function module and database.Finally,it accomplishes the system implementation and testing work according to the designed system.And the suggest that the system could be applied to the real work.
