The main research work of this paper is as follows:1) in most colleges and universities in the process definition of document approval exists is not flexible, the problem transfer approval efficiency, the introduction of workflow platform technology,the use of document transfer process definition function,improve the efficiency of examination and approval. The workflow engine is designed,and the function modules such as business registration function, process model definition function, process monitoring function and general function are realized, which provides the basic platform for the circulation of University official documents.2) aiming at the application demand of University document circulation process,based on the constructed document flow platform, the main functions of document flow system are designed and implemented. The transfer function is used to start after the completion of the drafting of documents, select the appropriate process start approving the transfer process; transfer path definition function using the graphical way design and definition of workflow, and use XML document workflow template; document review function for the public approval of document annotation processing; document management function for all the process of document management.3) according to the document flow process requirements for data security, the introduction of PKI technology, constructs the CA authentication center, workflow technology and authentication technology, which effectively improves the security and confidentiality of the document processing process, strictly control the content of the document the scope of knowledge. In the concrete design and implementation of data,certificate revocation, query and other functions are discussed in detail, and a detailed analysis of the implementation of SSL security communication, and the use of PKI technology, the security of document flow system.At present,the system has been put into trial operation,and the practice shows that the system can speed up the efficiency of document processing and improve the competitiveness of colleges and universities.
