Design And Implementation Of Electronic Document Exchange System In Ordos City

The all-around informationization of government work is indispensable from the electronic documents management, which runs through the whole process of administrative management in the E-government model. This thesis, starting from the generation of electronic documents, introduces the characteristics in the E-government situation and makes a systematic design on the entire structure of electronic document exchange system in the first-phase project in the E-government in Ordos city. Furthermore, the thesis conducts a thorough study on the requirement of software functions, key technologies, system security and offers a detailed analysis on electronic seal, document format conversion, and OA interface solutions. While taking into account the features including confidentiality, integrity, authenticity and non-repudiation in the process of transmission of electronic documents, this thesis proposes some concrete solutions respectively. Besides, the concrete and feasible solutions are also presented to certain key technology concerning user authentication, access control, official documents, seal handling, document introduction and data compression.In Ordos city, the electronic document exchange system has been put into use in the departments at municipal, county level and in directly municipal sectors, which greatly improved the work efficiency in the organization of the Party and government and vigorously propelled the comprehensive establishment of e-government.
