With the development of computer and network technology,E-government isgradually replacing the traditional paper-based office mode,the requirements forthe paperless office the government is also increasing.Fully electronic realization ofe-government on the basis of the transfer of electronic documents and to ensure thesecurity, integrity, non-repudiation and authentication issues of communication ofelectronic documents is to achieve E-government must solve the problem.Electronic seal technology can solve the above problems.It not only cansimplify government office processes,but also can improve office efficiency, reallyrealize the paperless office mode. The electronic office documents in G2G usuallyinvolve the contry secrets issue, for the sake of safety, it should be protectedstrictly,which lead to the electronic seal must have a very high safety.Firstly,the paper introduces the problems of electronic documents in the E-government and proposed a solution with the electronic seal technology.In thesecond part,analysis the problems of electroic documents depthly,give thecorresponding solutions and some technology related to electronic seal technologyare descriped and introduced to support the achievement of the electronic sealsystem.In the third part,analyze and compare the exiting electronic sealtechnology,give the shortage of the solution.Self-certified mechanism is proposed toimprove the safety of the solution.In the fourth part,on the basis of the electronic sealand some relevant laws and regulations,we proposed an electronic seal solutionbased on the self-certified mechanism.This solution has high safety,strengthens thecommunication anthentication of the two sides and allows users to anthenficate eachother after registration with the electronic seal and some relatedinformation.Furthermore,it can reduce the cost of the management and prevent theauthentication center’s inadvertent disclose of the users’ private key. Then,wedesigned the electronic seal system and the processs of electronic seal.In the fifthpart,we designed the core algorithm of the electronic seal solution proposed aboveand implement some of the core modules.At the last,the thesis pointed out theshortcomings of the electronic seal solution and gave the follow-up research.
