With the development of e-government system, water departments at all levels attach great importance to information technology, and strengthen the construction of e-government system with their actual situations during the "Eleventh Five Year", so as to further promote water systems to change the functions, improve the style and efficiency, which has received good effects. E-government is an important symbol of water conservancy modernization and also an important way to improve water services for the economic and social development. The construction of e-government will be vigorously promoted during the "Twelfth Five Year".To replace the traditional paper-based document exchange model with modern electronic document exchange model has become an inevitable choice. Traditional document exchange and circulation has shortcomings such as heavy workload, lots of hand sign errors, duplication of work, and can not achieve real-time tracking when the documents are being trasferred.This paper mainly introduces how to combine and optimize the techniques of digital signature and electronic official seal, to estabilish a complete, safe scheme of online work system based on data encryption Technology. To design and implement the document exchange system in Shandong Haihe River Basin Water Authority in conjunction with the water information needs of electronic document exchange in Shandong Province. The implementation of the system settles the problems exsiting in the traditional document exchange system, and greatly enhances the security during the electronic documents exchange process through researching and implementing the documents exchange security systems.The paper includes five parts. The first concisely introduces the background of this study, research content and paper structure. The second is analysis of the system requirements, research and analyze the documents'business scope and sending and receiving process in Shandong Haihe River Bureau. Taking it as an example, analyze the requirements of document sending process, receiving process and document transfer in detail. According to the requirement analysis, the third part describe how to design, including design principles, technology route, system architecture, document circulation design, document transmission design, e-seal system integration design, etc, focusing on analysis and design authentication implementation methods based on digital certificate, encryption and decryption of and digital signatures realated to electronic documents. The fourth focuses on the deployment and implementation of the system. The last part summarizes the paper, and looks forward to the further study content and direction.
