Recently, it is imperative and required to apply computer technology and network technology in the school management in our country with the rapid development of the computer technology, multi-media technology and network technology. The test is an important part of education. It is still an issue demanded for settlement urgently how to bring out the advantage of the Modern Educational technology, how to organize, administer and evaluate our students and hoe to accelerate the development of the modern education.This article firstly introduces the present condition and history of the Vocational High School and Item Bank in the world, and it points out the traditional test's defect in these schools. And it tells the Intelligent Test and Evaluation and self-discovering learning system based on the school internet, which is the best way to solve these defects. This paper illuminates the characteristics, the basic requirements and the construction of Item Bank. At the same time, it involves Education Statistics, Education Measurements Theory, Classical Test Theory, Item Response Theory. Furthermore, it gives an introduction of some related technology used in establishing Item Bank. Subsequently, this article primarily studies how to use ASP and some related technology to complete the database design, function module design, and main algorithm strategies, etc.Finally, the paper points out a lot of demanding improving areas of the process of the system. At last, a summary of the whole thesis and my reflections on researches.
