In recent years, with the national continuous promotion to the informationization progress of vocational education, the vocational colleges have attached more importance and strengthened input intensity to the informationization construction. At present, the informationizationconstruction of hardware facilities in the vocational colleges has been improved gradually, and the informationization of all teaching processes and educational resources has become a problem which demands a prompt solution. In addition, utilizing IT method to develop the item bank management system will be of great significance to the informationization construction of vocational colleges as well as the teaching and examination of professional knowledge.This paper takes Beijing Information Technology College(BITC) as the demand object, investigates the current test question management and manual test paper composition process, and combines the computer application technology with the item bank management of BITC, so as to develop an item bank management system suitable for BITC according to the structured programming requirements based on such processes as demand analysis, preliminary design, detailed design, program coding, testing, etc. Based on the researches on question type template design, test paper generated by test questions of random drawing according to the parameters provided by users, online examination, test paper grading and other core modules, this system is equipped with lots of functions such as gathering and compiling test questions, automatic test paper composition, manual test paper composition, examination management, online examination, automatic scoring of objective questions, scoring of subjective questions made by teachers, score inquiry, etc. Automatic test paper composition is based on the traditional random drawing algorithm.On the basis of analyzing some test paper composition methods both which are commonly used both at home and abroad such as random drawing, backtracking, genetic algorithm and so on, this paper further proposes an improved random test paper composition algorithm, proposes a strategy which is according to classification of questions and synchronous optimization for multi-constraint conditions of paper generating.The strategy can select questions automatically with constraints of question number of different types,distribution of knowledge.It puts forward a construction scheme of item bank management system, and explains the structured design process of system and the implementation methods ofits core functions. The paper concludes the design and development of item bank management system for vocational colleges, proposes an improvement direction, and makes a prospect for further research direction.
