The introduction of modern long-distance education represented by net teaching provides new approach for the traditional teaching pattern. Net teaching, which breaks the constraint of time and space, is helpful for improving student's ability to teach himself, his creativity and study efficiency. Teaching assessment and test analysis are important components of improving education and teaching quality and teaching management.This paper aims at the relevant study on Internet-based item bank and test system. Based on analysis and comparison of True Score Theory, the classical test theory and Item Response Theory, the modern test theory, this paper mainly discusses test paper preparation on network and test quality analysis.First this paper analyses Weighted Deviation Model (WDM) put forward by Len Swanson & Martha L. Stocking. It is found that when the constraints are made up of question numbers, question grades and other information with different dimensions, the calculated values of dL,du cannot be compared. Then the WDM model is furtherimproved and the constraints of the model are simplified in the way that only the question grades are strictly constrained while other constraints are reflected by the distribution of grades. Finally, this paper suggests a step-by-step WDM, which is helpful for quick long-distance test preparation and constraint simplification and, provides an homological heuristic approach suitable for computerized solution.In addition, this paper provides an effective test paper quality analysis model based on relevant coefficient. The definition of relevant coefficient is introduced and the indications of relevant coefficient are analyzed from statistical point of view. The relevant coefficient, which can be flexibly applied to test quality analysis, is respectively used tocalculate the level of test question discrimination, reliability and effectiveness and certain question's contribution to the test paper and to analyze the interactions between questions and the coverage. The abilities of student group and individual student are then analyzed to help teaching.Finally, modern technology on computer, data base and network is put into full use to create an Internet-Based Item Bank and Test System Model and the key techniques to realize the system are discussed.
