Research And Implement Of Electronic Signature System

The development of information technology and internet technology, it speeds up the process of replacing paper document with electronic document(ED). The extensive application of ED provides a great convenience for government office business, electronic business, and modern management. Meanwhile, the public faith to ED and the legal validity of it become a problem need to solve immediately, and electronic signature is the solution to the problem.Electronic signature is the outcome of the incorporation of signature culture and information security theory; it integrates cryptology technology, Identification technology and image processing technology to make the digital signature visual, make its social and legal validity as well as paper signature. Electronic signature can solve the identify agent of signature, and guarantee the reality, integrity and confidentiality of the ED.This paper analyses the the electronic seal and signature (ESS) based on the project-"Inspect-Collect electronic information management system of the Mianyang Traffic Department business"(Inspect-Collect system), gives a deep investigation about the ESS's key problem, components, model of application and vital technology. And then , incorporates digital signature and digital certificate technology to design an ESS system .The system utilizes services of certificate and encrypting provided by WINDOWS to realize digital signature, combines fingerprint to realize certificate originally and stamp management safely , and it utilizes VBA and Visual C++ to achieve WORD signature actives. At last, the ESS system is applied to Inspect-Collect system; consequently, it realizes paperless office, imploves work efficiency, saves management costs.
