Along with the thorough implementation of comprehensive construction on socialism new rural guidelines and policies, to address the information service for country, farmer and agriculture has already been a problem. This paper defines a concept of new rural informatilization. With the aid of service oriented architecture, a general framework for integrating software resource components and services on new rural are proposed. SOA is developed from original distributed computation based on components. The advantages of SOA are the reusability, flexibility and complication. After years of development, the advantages of SOA are outstanding in series of application projects.In this thesis, with the aid of service oriented architecture, a general framework for integrating software resource components and service on new rural are proposed. Typical user can be classified into three kinds: information resource sharing, open administration system, mobile information terminal devices. we also make an integration plan of synthesis service platform, and techniques towards multi-channel communications based on components are discussed, example by the service models of weather report service, geographical positioning system, public information query service, farmhouse enjoyment and agriculture communication system, in order to enrich and perfect the content of information service, form the information resource sharing and cooperation oriented to resource service platform of new rural.This thesis focuses on the relevant concept of the SOA, the features, the advantages, the history, and the main technologies. With the help of the practice works, we demonstrate steps to develop SOA, from use case analysis, functional requirement, non-functional requirement, architecture, detailed design to function testing. We also present the problems and difficulties at end of this thesis.
