Customer Premises Network (CPN) is one of the strategic resources of China Telecom. It is the unsubstituted physical transition media, as"the last mile"of various communication solutions to meet customer demands. The entry barrier had been broken down by growing market competition along with the industry transformation. China Telecom has lost its exclusive advantage. Customer Premises Network (CPN) now becomes the competition focus of every telecom operators.Due to lack of strategic planning and systematic management, Customer Premises Network developing of Shantou Telecom face the following problems: slow market response, long construction period, low investment return. The root causes are defined as unclear market demand, difficulty on project process, and short of evaluation data. Hence Shantou Telecom had propose to develop"Customer Premises Network Investment and Constrution Management System"aiming to resolve such problems so as to not only satisfy market demands, improve management level and create better return for the company, but also to rebuild competition advantage under new environment.The development of"Customer Premises Network Investment and Constrution Management System"had incorporated the Principles of Management Information System (MIS), Enterprise Resource Planning (ERP) and Business Process Reengineering (BRP), and project evaluation methods, etc. It optimised the business processes by integrating the information flow and management tools before building the system. The system was developed based on target demands with 3-layer components structures. It used Lotus Domino Designer R5 and IBM WebSphere as the key platforms, and Lotus Domino as the database. It had developed with key functions on process management, time management, information notice, user management, authority management, system enquiry and return evaluation etc.Currently, the system has been successfully launched and operated in Shantou Telecom. The practical application shows that the system is reasonably designed, functional and easy to use. It achieves the objectives of digitalized project process, speed-up market respond, effective investment decision and seamless alliance between different functions. It has greatly enhanced the information management level with cross functional data sharing, improved resources utilization with allocation optimizing, increase investment return with effective capital input, and increase precise management level with higher capability on process management.
