Along with the rapid development of IT industry, the video monitoring system based on computer network, has become one of the most important research direction in computer application realm. And it will become important part of the common used security defense system. Recently, because the continuous development of the super large scale IC and embedded technology, moreover, the significant improvement of the computing ability of embedded terminal, embedded video monitoring system has being attracting more concern in IT field than ever.In this system, to achieve system required real-time and reliable network transmission of video signal is one of the most important research interests. According to this, study through those core technologies for embedded video monitoring system development, and related hardware (DSPTMS320DM642 CPU, video A/D Converter SAA7111A and CPLD, etc.) which mainly used to impalement those core technologies. System hardware circuit is designed and implemented after study. And then, the software based on the system hardware circuit is implemented, functions in this software is listed as following, video signal collection, Data storage, video data compression and processing, and network transmission.The system design emphasizes system size, cost, power-cost, and mobility; also emphasize real-timing. Regarding to those requirements, the MPEG4 encoding technology is adopted, instead of the conventional JEPG technology, because The MPEG4 tech solved series technique issues such as poor compression proportion, large data volume, in consistent video, etc. It also significantly reduces the video data flow in the network. Also, specific video encoding/decoding chip is deployed to perform video collection task, the purpose of using specific chip is to release workload of DSP chip (DSP chip is designed to perform MPEG4 encoding), in order to improve system performance.The goal of this paper is achieved; network video monitoring function is implemented properly. In computer Ethernet, video recording and preview have same quality, image format can achieve D1 level, faster compression speed, and while playing video in real-time, there is no delay. Also, user can access this system by using IE (Internet Explore), no additional installation is required. Hence, this video monitoring system has bright market perspective.
