1. Personnel records, the historical records kept collectively for individuals, have been formed in the personnel management activities of the state and social organizations and are specialized records that the most closely related to every one of us. In another word, they are the personnel documentation recording and reflecting a particular person's experience, moral standard and study or work performance. Since their debut, they have played an indispensable part by doing help and convenience to the personnel transfer, recruitment and promotion in the planned economy system.2. With more than half a century of practice from the country's establishment, plenty experiences have been accumulated in Chinese personnel records management. However, the old system built under the planned economy structure can not be able to satisfy the new demands of the fast development of the socialism building. The formation of market economy structure, further innovation of the cadre personnel administration, the change of people's option for career and the development of science and technology have all called for the innovation of the traditional personnel record system. And they require that the innovation should adhere to the ideological guideline of emancipating the mind, seeking truth from facts, and upholds the spirit of advancing with time so that the personnel management can adapt to the development of the whole society. This article puts forward some new ideas for personnel management under the new circumstances.3. Traditional Personnel records have many troubles now, while the market economy keeps developing and people change works more frequently. Someone abandons the records, someone saves them by himself, even someone makes a new personnel records. All these abnormal phenomenon and distortion of the content show that the function of personnel records has become weaker and weaker. This situation decreases its reliability and affects its normal functions.4. Upon adopting good experiences in this respect from home and abroad, I will present new trends in five aspects in this article. First, personnel records management including institute innovation, management duties, informational functions; Second; personnel record system including standardization of the records information and latticing of the records; Third, personnel records system building including the concerned authorities' examination at fixed time, intermediary measurement, wholesome legal system; Fourth, filing contents changes—individualized contents in the records, sandwiched examination methods and the supplement of new contents; Fifth, information service reformation—newly added information function and service function.
