Personnel file is a kind of documentation for inspections, which is developed from personnel management activitiesand organized by unit to record and reflect personal experience, ability and integrity. Personnel file is a true reflection of the social activities a person involved and people’s general information. In terms of the current cadre management system and talent management system, the personnel file belongs to the national resources. With the development of market economy and the acceleration of talent flow, more and more talents work in the non-public enterprises. So the traditional personnel management system as well as the matched personnel file management system should be reformed and innovated as soon as possible. This essay analyzes the personnel file theory of mobile workforce and reveals the current situation of the personnel file of the mobile workforce in our province. Interviewing, document analysis, comparative study and other study methods are adopted to analyze the current problems:the unreasonable of the personnel file management system of mobile workforce, the general phenomenon’ abandon file’ and ’dead file’, the content inconformity of file material collecting, filing and identifying, and the non-uniform standard. In the end of this essay, some suggestions are made to resolve these problems, which include enhancing the infrastructure construction, improving the information management, establishing the nationwide network system to share resources, listing the personnel file management in the government public service, innovating the file content from the personnel file to the talent file, innovating the service method which provides the mobile workforce a efficient service, etc. The author do hope this article will offer a positive reference to the innovation of personnel file management, the development of talent resources, the promotion of the talent’s reasonable flow and the improvement of the talent’s quality.
