Traditional Personnel records have many troubles now, while the market economy keeps developing and people change works more frequently. Someone abandons the records, someone saves them by himself, even someone makes a new personnel records. Both these abnormal phenomenon and distortion of the content show that the function of personnel records has become weaker and weaker. This situation decreases its reliability and affects its normal functions.There's many reasons, including the short of collection and appraisement which cause the usability of archives decreasing and the practicability of the contents lacking, the confusion of management, the high standard of fee, the short of consciousness, the distemperedness of rules, the ineffective supervising system and so on.Although the function of personnel records becomes weaker, it doesn't mean that they can be lost at will. Personnel records are not only good for the society, but also good for personal benefit in a long time. So that, their function should be strengthen, in stead of weaken. Considering the infirm functions of personnel records and the abnormal phenomenon, we have to adopt reasonable reforming measures.With the basic idea that the reformation of personnel records should be "open" and "usable", this paper gives some advices. In the area of thought, the manager should be flexible. The information service function should be strengthened. Diaphaneity of personnel records should be improved. In the area of measure, we can use the socialization open management pattern, the "knowing limited" and "auditing double sides" system, identity pursuing, personnel records information network, connecting with HR, comprehensive supervising and checking system, market leading management strategy, including law making and executing, competition and service, attention of hotspot, criterion of details and so on. In the area of content, individuation and specialization should be emphasized. Decrease subjective content and increase impersonality. Get rid of the redundancy and extend the new one, with the principle of "suitable to society" and "proficiency and efficiency".Further more, the paper invokes and summarizes some foreign experience, which can be used for references.
