This thesis mainly makes an inquiry into the personnel records management of universities and colleges in this information age. With the development of archives work, the personnel records plays a more vital role in our modern society. However, facing the new situation and new problems the present principle, system, mode and method of personnel record management seem to be inefficient. The expanding and consolidation of colleges leads to the increasing number of the personnel records and its using rate. As a result, how to provide the user with the data efficiently and accurately became a challenge for the conventional personnel record management, which also gives new opporunities to innovate the personnel record management system.Focusing on the opportunities for the personnel records management in universities and colleges such as improving the work efficiency, increasing the professional ability of managers, protecting the paper records well and promoting the social value of the personnel record this thesis makes an analysis of the challenges from the management notion, management system, management technology and the professional quality of managers and concludes that the management of personnel record should get full use of the computer, so as to save human resources, material resources and to improve the management efficiency.Based on the real situation of the personnel archives and the analysis of the data from the survey about computer equipment, network building, software appliance and so on this thesis puts forward the factors that restrict the development of the personnel records management and the condition and mechanism needed by the information-based management.The emphasis of this thesis lies in the explanation of the personnel records management system, which presents the description in details of the function of the software system for the user and the manager. Take the JINCHUAN personnel records management system for example, this thesis presents the operating process and instruction and introduces the building and planning of the personnel records information network and advocates that the information network platform should provide the checking service for the user. Meanwhile the personnel records network platform should possess the function of ID validation and right limitation to make sure the safety of the network and the accuracy of the information given.
