With the global economy entering the era of knowledge economy, competitions between domestic and foreign enterprises become more intense. As a key element of the competition, talents have become an object of contention between enterprises. How can an enterprise have a comprehensive understanding of the organization's real human resource situation? How can human resource management professionals do to develop the talent? All enterprises care about how to do to make the talent match the post. As the carrier of human resources information, personnel records are important to the enterprise. It can help to formulate a scientific human resources planning, and to help the enterprise to achieve sustained competitiveness. The personnel record contains basic information about the employee, it is the way to know them well and it is a tool for human resource management. With the continuous development of knowledge-based economy, the contents of personnel records can not satisfy the needs of enterprises, they need to be updated. For enterprises, developing the human resources and recruiting new employee is the way to obtain the competitive advantages. Therefore, modern human resource management demands that the management of personnel records must serve the development of the enterprise.With the development of China's market economy, enterprises need to know the information about the staff as much as possible, such as things about the performance, the credit and the advancement potential. But current personnel records can not provide these contents, at the same time people change works more frequently, it makes the management of personnel records in trouble. Traditional management is not effective, and it is not conducive to a comprehensive analysis of information. All the problems make the personnel records management unable to adapt to the needs of enterprise development. There are many reasons, including the lack of archive awareness, traditional personnel records management system can not satisfy the enterprise and so on.This paper analyses the personnel records management from the perspective of human resource management, and gives some proposals about its reform from the view of macroscopic and microcosmic. The macro level is the reform of traditional personnel records management system and the construction of the national personnel records center; the micro level is mainly about the enterprise, such as the adoption of modern management system, enriching the contents of personnel records, strengthening utilizations of records about flow personnel, and so on.
