The urban water supply industry is an important part of urban public service which delivers water to millions households. In recent years, water supply industry faced various challenges. Firstly, the fast growing of national economy and urbanization demands the expansion of water supply scale as well as the technology innovation; Secondly, as the result of IT industry and society's development, the government and citizens are expecting better service and operating method. So, it's necessary to promote the efficiency and convenience of water supply's management.The author has participated the R&D of bank's water fee charging system for water supplier. Based on this subject, the thesis gives a brief introduction of DES encryption algorithm used in the communication system and analyzes its security and suggests some common improving methods. The thesis introduces the socket programming applied in the communication interface between the system and the connected bank, A brief introduction of close relationship between multi threads and socket use is also given together with the network communication model. It also explains the differences of socket on different platforms with a simple example. The thesis focuses on the charging system's demand and outlines the design and implementation of the system and some security measures like the subsystem of communication security encrypting that uses the oracle database with a"user-role-function"authorization management mechanism. At last the thesis analyzes the communication interface protocol between the bank's agent water fee charging system for water supplier and the connected bank. Therefore the following three objectives are achieved:1) a clear description of the logic model and the demands and functions that should be included in the system.2) the present system's functioning mechanism and its major advantages and disadvantages; 3) the prospect of improvement of the system.The thesis's study can apply to the design and implementation of the bank's agent water fee charging system for water supplier and can provide references to the similar bank's agent charging systems.
