The purpose of telecommunication network management is to ensure the network running smoothly and enhance the performance, quality of service and network security. NM system can control and monitor the increasingly complicated network structure and return the feedback in time. Moreover, It can also provide various network analysis and prediction measures to optimize network structure and improve the QoS.Based on the research of the basic concept of Telecommunication Management Network (TMN), the paper has further studied the characteristic and function of Integrated Network Management System (INMS) of telecommunication. In the meanwhile, the paper elaborated the principle of design and the overall structural design about INMS on the ground of the INMS project of some province. The system is divided into three layers: data collection layer, data processing layer and data application layer, by which the user can gather the status of the network runtime and then manipulate and control the network device. The system implements some basic management modules, such as configuration management, fault management and performance management, etc. It also performs some network management functions of the whole network system, such as executive analysis, quality analysis and network optimization. With the design and development by myself, the paper elaborates the whole structural design of the sub system of the configuration management system and low level design of architecture of configuration data collection module. Especially, the thesis introduces the development process of data collection module of ATM network according to the frame of collection module, and elaborates on the low level design the method of exploiting and testing the alarm data collection layer using the GAT AM developing toolkits.
