The Xiao-Ling-Tong telecommunication network of ShangHai Telecommunication Co.LD.., also called PHS, is a second generate mobile telecommunication, formed by Japan. It established in 2004, using ZhongXin and UT StartCom systems. The two company systems provide their self network managed system. But the two system have some problems which limited their using and the two system could not run together.For these problems above, ShangHai Telecommunication Co.LD.. needs a integrate management system, which can manage the whole PHS system. It can run in a center and can manage the network in a hierarchical model.Union-Telecommunications Standardization Section (ITU-T) proposed the concept of telecommunication management network (TMN), it has provided a set of whole solution for the realization of the PHS network management system. This thesis analyzes the managed system based on TMN, including configuration management, topology management, performance management, alarm management and logging management, and describes ways to realize the management system using the design patterns.This thesis explains the ways to design the PHS managed system based on TMN architecture, and ways to realize the system using design patterns. By TMN, the management system has a reasonable structure of maintainability. By using the design patterns, the management system obtains great extendable and flexible, it enhances the property of maintainability and overcomes the shortcomings in traditional programming.The PHS network management system of ShangHai Telecommunication Co.LD.. has run in business model. It can meet the needs of area establishment, monitor the faults of network elements in real time, enhance the work efficient of the maintenance engineers, and achieve the goal of the system.
