As China's economy grows rapidly, the world pays much more attention to China. It becomes urgent to know China for the outside world. Among all the reviews on China from the world, some are friendly, others are hostile. Meanwhile, there exist favorable opinions and skeptical opinions. Hence, all reports about China from either Chinese domestic media or foreign media have a direct impact on China's image and diplomatic ties.It will be a responsibility for China's foreign publicity media to make China go outside, and to make the world know China. Foreign publicity needs media to improve report methods, to strengthen related effect and to make the world hear China's voice.However, there are still so many problems existing in China's foreign publicity media. It is vital for them to find the reasons and to learn from other's strong points to offset their own weakness, which will be doomed to benefit China's foreign publicity.People's Daily Overseas Edition, is the most authoritative Chinese newspaper during China's open to the outside world. It faces overseas Chinese and compatriots from Hong Kong, Macao and Taiwan. It bridges between China and the world.With the history of over 20 years, the newspaper struggled to go forwards although much attention has paid to it until 2005. In 2005, the newspaper experiences a successful innovation, which brings new chances for itself .Because China's international press have the same problem, it sets an example for China's information communication.Based on two subjects and that are Journalism and Communication, this paper argues about technology regulations of international communication and the media management by analyzing the obvious change on"People's Daily Overseas Edition'before and after innovation. This paper can be divided into 6 follows: firstly, the brief introduction on"People's Daily Overseas Edition"; secondly, comparison between two different situations on"People's Daily Overseas Edition"before and after innovation; thirdly,"People's Daily Overseas Edition"casts a sight on readers need with improved content but not takes leaders evaluations and estimation as the only attention to review and commentary, and has built four column brands such as"Wanghai Lou","Taidao Yehua","Zhuanjia Shidian"and"Cha Ting".This paper will analyze the characteristic of"Wanghai Lou", finally, this paper will give a general idea on the influences that China's other international media can learn from"People's Daily Overseas Edition".
