In recent years, the Problem-Based Learning has become a hot focus in the circle of educational technology and the whole circle of education. It focused on training students to make use of knowledge and ability of how to learn, research and development capabilities. Problem-Based Learning, as a beneficial trial, is to enable learners to cope with the rapidly-changing social environments and make up for the lack of a traditional study methods.Combined with research-based learning with specific subjects and reading a large number of materials at home and abroad and fully checking, the author makes a research of relevant theories of research-based learning and put forward instructional design of the "Visual Basic Program Design" Problem-Based Learning of Higher Vocational Technical College. Then the author practices research-based learning on freshmen majoring in IT of Sichuan posts Vocational and Technical College. Therefore, from the aspects of both theory and practice, the paper makes a useful exploration based on information technology environment.This paper can be divided into the following chapters:In the first chapter, the author first introduces the background of choosing this topic and explains the significance, contents, methods, means, designs and main achievements in research.In the second chapter, the author makes a further theoretical study of PBL based on the theoretical foundation, process of PBL and how the information environment supports to the factors of PBL.In the third chapter, the author makes instructional designs of PBL of Visual Basic Programe Design including analysis of learning needs, learning contents, learners, construction of learning environments, designs of process and evaluation of learning.In the forth chapter, the author puts forward the plans of PBL, does some action researches, then sums up and reflects the process as well as the results of the research, finally draws the relevant conclusions.In the end, chapter 5 undertakes an overall summary of what the author has done and prospects for the future relevant study.
