In the current multi vendor network, the different network management system coming from manufacturers result in difficult of management and maintanence. The above problems are urgently requires manufacturers to provide an open network management system and uplifting the standard interface.3GPP standard defined NBI (Itf-N) OMC to the NMC will provide a standard interface into the unified interface The traditional NBI (north bound interface) FM (Fault Management) subsystem there are many shortcomings, such as delayed alarm reporting, operations slow response. Traditional NBI FM subsystem has these weaknesses and deficiencies; Priority Scheduling for the NBI to FM subsystem, Alarm reporting subsystem improves the speed and reduces the response time warning operations.The paper discusses the traditional characteristics and problems of the NBI FM subsystem. Integrated Network Management System combined with the actual needs of China Unicom. The realization of a priority-based scheduling NBI FM subsystem. From functional requirements, to improve the technical preparations and technical feasibility of the method, accuracy and practicality have made verificationBased on Priority Scheduling method, The NBI FM is mainly used in OMC, it is consisted by alarm reporting; handle alarm, alarm synchronization function module. The system interface to a large extent, overcome the traditional North subsystem failure to report the alarm delay, scalability shortcomings, such as poor standardized interface to meet the NBI FM subsystem's demand . This paper describes the design of the system and related implementation and tests various functional modules, and the characteristics of the system.
