As the first computer come into the world in 1946, human went forward to its third industrial revolution, information revolution. Nowadays, information, together with substance and energy, the three powers are deeply influencing human society's development. The birth of internet declared the coming of information era. The information transfer mode changed a lot. More abundant and wider information resource has been founded. Man who has got information consciousness can get useful information more quickly, and transmit useful information more quickly. As the new economic society which based on "information and knowledge" has already come, information becomes the most active and determinative factor which is influencing every field of the society. It is the personal information literacy and information technology that will influence a country's competition power. Information literacy has become important academic and practicing question in lots of countries.Information literacy includes many meanings. Personal information literacy consists of different areas, and it has changed our study mode, working mode, and living mode. The culture of information literacy depends on society, school, family and individual itself. The undergraduate is the future of our country. Culture of the undergraduates' information literacy will influence their lifelong learning ability, innovation ability and our country's competition in the world.The paper includes five parts:Chapter 1: introduces the history and actuality of research about information literacy. The paper summarizes foreign countries scholars' research content, from the definition of information literacy, to lifelong learning, to ICT, to innovation thought. With domestic research, this paper introduces the meaning of information literacy, the training of information ability, the information retrieval curriculum and lifelong learning. As the same time, it points out the necessity of information literacy education, putting forward this paper's aim, meanings, the main content and new ideas.Chapter 2: introduces the basic theories of information literacy. It includes information consciousness, information knowledge, information abilities, information morality and information law, and points out that human beings' information consciousness and knowledge are materialized by information abilities. Information morality and law can promise the correct and legal use of information. The paper also analyzed the concepts of library literacy and computer literacy, pointing out its theory foundations.Chapter 3: introduces the Prague Declaration and the Alexandria Proclamation. It summarizes the information literacy education in countries including America, Japan, Britain, Australia, New Zealand, and China, introduces the progresses on information literacy education of universities and colleges all around the world.Chapter 4: By investigating the 30 university libraries' websites, the author summarizes in detail how information literacy education is going in every university libraries, analyzes the different information literacy forms, different contents, pointing out the progresses and the problems on information literacy education.Chapter 5: on the basis of the last chapter, the author puts forward the methods that are fit for our country's university libraries. It is emphasized that the contents of information literacy education must obey the demand of information literacy meaning and information literacy standards for higher education, reforming the teaching forms, pointing out that the university libraries can offer lots of service to promote the information literacy of the students. It also is necessary that every university libraries must make progress continuously. And only in this way, it can become the knowledge pilot of this society and can take on the important mission of the undergraduates' information literacy education.
