The society has gone in information times in 21st century. Information and information technology have quite an effect on our society, and will change our life in the future. From the social change in recent years, we know information has become the most important and decisive factoring our society. The basic learning ability is to search the information, to obtain the information, to manage the information and to use the information tools. So information literacy has become a very important question both on theory and practice in the world. And it is also one of the most important measure of a person's synthetic literacy. Information literacy can be explained as the information character that is developed by studying and practicing. It contains information consciousness, information morality and information capacity. Information literacy has become the basic literacy of a person, a unit or a nation in developed countries. Information literacy education has been widely carried out. But information literacy education has just begun in China. But information literacy education has just begun in China. The libraries have abundant information resources, information equipments and experienced teachers. They can take responsibility for information literacy education. It can afford better services to the readers and promote libraries position in the society to carry out the information literacy education.There are three kinds of libraries in China. They are academic libraries, public libraries and researching libraries. The paper analyzes the current situation andproblems of the library's information literacy education on the basis of a great majority of data and cases. In addition, it proposes some measures to carry out information literacy education and improve the general public's information literacy.Part I introduces the background of this paper.Part II introduces the concept and education standards of information literacy.Part III introduces the importance and necessity of information literacy education. It analyzes the significance of information literacy education. Library has abundant information resources, information equipments and experienced teachers. It can take responsibility for information literacy education.Part IV recommends the advanced experiences and practices of the United States of America, the United Kingdom, Australia, and Japan.Part V analyzes the present situation and problems of information literacy education carried out by the three kinds of libraries.Part VI brings forward some methods to resolve the problems and to improve the general public's information literacy.Part VH put forward author's imagination about the development of library's information literacy education under the information environment.
