I . IntroductionAfter long time past, telecommunication enterprise collected and accumulated large-scale data, including all customers' material, etc, which is saved in the database, is precious wealth of the enterprise. In order to uses these knowledge effectively, it is necessary with the aid of the knowledge management theory. The business management will reduce working strength greatly, but the working efficiency will enhance greatly, so that we can enhanced level of our enterprise.The knowledge manage platform is a software system to help policy-making person to organize, share and the acquire knowledge more efficiently. How to design the knowledge management platform is becoming the urgent question which is needed to solve in the telecommunication software performance.II. Theoretical Foundation for Management of Knowledge Platform(I) Technology of Knowledge ManagementFollowing the quick development of knowledge economy, the knowledge administration catches attention from both academic circles and industrial circle. The key to get success of the knowledge management is depends on right knowledge administration platform. Without powerful technology hold out, it is difficult to put effect management in the enterprise. System ArchitectureThe whole telecommunication system is supported in three layers: network element layer, network management layer and service supported layer. The network element layer basis on the network level's e different network element; the network management layer provides the function for network management; and serves support layer includes the production system, manages the information service system and the business management system.The production system can complete the basic service, including cost and calculation these small subsidiary systems. The data which is provided based on the unification management information service system, the business management system including office automation (OA), the enterprise resources plan (ERP) and the customer relations manages systems (CRM)and so on, complete the enterprise operation flow, to enhance internal working efficiency and raises the customer service level.Unification management information subsystem includes information collection, memory and inflation. Among them, the collection of information is according to unification data pool interface standard, unification customer material subsystem, synthesis business subsystem, synthesis bookkeeping subsystem, customer subsystem and so on) to carry on the extraction, the transformation, the loading, form the information which the cost system needs. The development of management information in order to manage the information service subsystem, the province other systems, etc, applicator the upper formation, using ways on WEB, GUI, API to the management information in order to check and visit the platform.Unification management information service system's architecture reference client/application logic service/ three layers structures Database server, and using "modulation" software design, dividing the software into five modules: Data acquisition module, data warehouse production module, application logic module, element data management module and system administration module, thus forms modular the lamination architecture. Among them, the data acquisition layer, mainly to check the data file which transmits from each specialized system, and classifies them deposits in the temporary memory block; The data warehouse production layer, mainly includes the first ETL process layer, the ODS data layer, the second ETL process layer, the DW data layer and the data warehouse connection layer. The application logic layer using the data in warehouse connection layer provides the statistical form application, the OLAP analysis application, and the data accessing application, the data mining application, the commercial management application and so on. The data warehouse connection layer provides the standard consistent connection, facilitated application provision, also has guaranteed the safety in warehouse data.IV. ConclusionsThe management in scientific style and the method of management modernization has already played an extremely important status in the telecommunication enterprise. The knowledge management platform is the method for business management. The development of manage platform is the development of modernize the method of management, which the enterprise competitive power carries on.
